PrevailWage is a service operated by Harper AI, Inc., a Delaware corporation operating from California (“PrevailWage,” “we,” “us”). By using this site you agree to these terms. PrevailWage provides a free lookup of federal Davis-Bacon prevailing wage rates published by the U.S. Department of Labor through SAM.gov, and a paid subscription tool that generates WH-347 certified payroll reports and Statements of Compliance from data you enter.
What this service is, and is not
PrevailWage is an information and document-preparation service. It is not legal advice, and nothing on this site creates a professional relationship between you and us. The wage rates we display are reproduced from published federal wage determinations and may lag the official source. The wage determination incorporated into your contract governs your obligations (29 CFR 1.6). Verify rates with your contracting officer before relying on them. PrevailWage is an independent service and is not affiliated with, endorsed by, or operated by the U.S. Department of Labor or any other government agency.
The generated WH-347 and Statement of Compliance
The WH-347 form is published by the U.S. Department of Labor as an optional format for submitting certified payroll. When you use our generator, we produce a document in the WH-347 layout from the data you enter. You certify the accuracy of your inputs. We are not a preparer, auditor, or filer of your payroll. The Statement of Compliance is signed and certified by your company’s authorized officer, never by us, and liability for false certification under 18 U.S.C. § 1001 rests with the certifying officer. Review every generated document before you sign or submit it.
Your account
You sign in with a magic link sent to your email address. You are responsible for the security of that inbox and for activity under your account. Provide accurate information; we may suspend or terminate accounts that violate these terms, abuse the service, or create risk for us or other users.
Not a consumer reporting agency
PrevailWage (Harper AI, Inc.) is NOT a consumer reporting agency under the Fair Credit Reporting Act (FCRA), 15 U.S.C. § 1681 et seq. The data on this site consists of federal wage determinations, which are records about wage rates, not about people. You may not use this site or its data, in whole or in part, as a factor in establishing any person’s eligibility for employment, housing, credit, insurance, or any other purpose covered by the FCRA (see 15 U.S.C. § 1681b). The data is intended for looking up prevailing wage rates on covered construction work and preparing your own payroll records. It is not a background-check or screening product.
Acceptable use
- No scraping, reverse-engineering, or bulk extraction of the site or its data.
- No reselling or redistributing our compiled data without a written agreement.
- No use of the service to prepare documents you know to be false.
- No interference with the service’s operation or security mechanisms.
Payments and refunds
The paid subscription is $79 per month, billed by Stripe, with a 14-day free trial that requires a card. Pricing is shown at checkout. Cancellation is self-serve at any time through the billing portal. See the refund policy for details.
Corrections
If you believe a rate we display does not match the official record, use the correction form.
Disclaimer of warranties
The service is provided “as is” and “as available.” We do not warrant that the data is accurate, complete, or current, or that the service will be uninterrupted. We publish the date each rate was synced and link every rate to its source wage determination so you can verify it.
Limitation of liability
To the maximum extent permitted by law, Harper AI, Inc. is not liable for indirect, incidental, special, or consequential damages, including back wages, penalties, withheld contract payments, or debarment arising from your use of the data or generated documents. Your remedy for dissatisfaction with the service is to stop using it.
Governing law
These terms are governed by the laws of the State of California, without regard to conflict-of-law rules.
Changes
We may update these terms. Continued use after a change is acceptance of the new terms; the effective date above signals the current version.
