See what’s includedThe obligation is base + fringe per hour, however you pay it. Send the fringe to bona fide plans, funds, or programs and the worker’s cash rate is the basic rate. Pay it in cash instead and it becomes part of the cash wage.
That choice moves your payroll taxes. Contributions to bona fide plans are not cash wages, so employer payroll taxes do not ride on them. Fringe paid in cash is wages, and is taxed. Compliance is identical either way; the employer cost is not.
Overtime multiplies the basic rate only. The WH-347 instructions are explicit: the overtime rate is the basic predetermined rate, plus the half-time premium on the basic rate, plus any required cash in lieu of fringe benefits at the straight time rate. Multiplying the fringe by 1.5 overpays it.
